• SB040377 – Minutes of the Planning and Building Officer

  Minutes of the planning and building officer's disposal meetings of 19.10.11 and 26.10.11 were presented. Item A was disposed of by the building officer in accordance with the Building Act No. 160/2010.

• 1109050 – Protection and energy use of land areas, proposal

  The Ministry of Industry's letter of 19.08.11, referring to the consultation on the motion for a parliamentary resolution on the protection and energy use of land areas, was taken up again. The deadline for submissions is 11.11.11. The director's proposal for a response was presented.

  The Planning and Building Committee adopts the director's report and instructs the director to send the report to the ministry.

• 1110277 – Environmental impact, application under Act No. 106/2000

  A letter from the Ministry of the Environment, dated 20.10.11, was presented, referring to the review of the bill on amendments to the Act on the Assessment of the Environmental Effects of Projects No. 106/2000. The deadline for comments is 09.11.11. A proposal for a comment from the Head of Department was presented.

  The Planning and Building Council adopts the department head's report with the amendments made and instructs the department head to send the report to the ministry.

• 0812022 – Southwest Lines, electricity transmission system

  The request of 11.10.11 from Þórður Bogason, solicitor, on behalf of Landsnet, is taken up again, in which he requests a meeting between representatives of Landsnet and the Planning and Building Committee of Hafnarfjörður. Representatives of Landsnet, Ólafur Árnason, Þórður Bogason, QC, and Eyjólfur Eyfells, attended the meeting.

• 1110290 – Kaldárselsvegur, turning riding path.

  A letter was submitted dated 25 October 2011 from Harald Guðfinnsson on behalf of the Sörli Riding Path Committee, requesting improvements to the riding paths at Kaldárselsveg.

  The Planning and Building Committee denies the request concerning a riding trail along Sléttuhlíð as it is not in accordance with the local plan for the area. The Planning and Building Committee recommends to the Environment and Operations Committee that it include in the budget the construction of planned bridleways and a connection to Smyrlabúðir.

• 1110158 – Soil sample, location

  A proposal to site a new soil tip at the Hamranes quarry was discussed. A memorandum from the environmental team on a suitable location was presented.

  The Planning and Building Committee instructs the Planning and Building Department to prepare proposals for an amendment to the general plan and for a detailed plan for the earth-moving pit for soil removal, with a focus on its landscaping and landform. The Planning and Building Committee makes the following recommendation to the Town Council:$line$“Hafnarfjörður Town Council approves the commencement of work on an amendment to the general plan and a detailed plan for the Hamranes quarry for soil disposal, with an emphasis on its landscaping and landform.“

• 1108205 – Skógarás 2, two flats

  A discussion about a public opinion poll among the residents.

  The Planning and Building Committee agrees to proceed with the survey, which will be conducted by telephone in November.

• 1009150 – Straumsvík, Gasfélagið, new detailed plan

  Gasfélagið ehf submitted a proposal for a detailed plan on 14.09.10, in accordance with drawings by the engineering firm Mannvit dated 09.09.2010. This concerns a new detailed plan for a previously unplanned area. On 21/09/10, the Planning and Building Council requested an environmental assessment of the plan, along with supporting documents, including a risk assessment, a report from the Icelandic Civil Defence and Emergency Management Authority and the Reykjavík Metropolitan Area Fire and Rescue Service, and from the Occupational Safety Authority. The Planning and Building Officer sent an enquiry to the Planning Authority regarding the environmental assessment of the plan. A response letter from the Planning Office, dated 07.10.10, was presented, stating that the gas plant in Straumsvík does not fall under the Act on the Environmental Assessment of Plans No. 105/2006. However, with reference to 5th paragraph of Article 9 of the Planning and Building Act no. 73/1997, the Planning Authority considers that the City of Hafnarfjörður is fully entitled to request that an assessment of the environmental effects of the detailed plan be carried out. A safety assessment by Mannvit ehf was previously submitted. A report by Mannvit ehf on environmental impact, dated 27.10.11, was submitted, along with comments from the Occupational Safety Authority, dated 14.10.11, and the Capital Region Fire and Rescue Service, dated 21.10.11 and the Infrastructure Agency dated 30.08.11.

• 1110006 – Vesturbær, revised and new local plan

  Discussion on the creation of a new and revised detailed plan for the west town of Hafnarfjörður.

  Introduction.

• 10071033 – Vörðustígur 5, lamppost and path

  A proposal from Elsa H. Hjörleifsdóttir and Hjálmar Loftsson regarding a path through their plot of land at Vörðustíg 5 was presented. However, the Planning and Building Officer's meeting referred their proposal for a plot alteration to the Town Council, which has requested a report from the Planning and Building Committee.

  The Planning and Building Committee agrees with the report and it will be finalised in accordance with the discussions at the meeting.

• 0708097 – Lækjargata 2, Dvergslóðin, detailed plan

  To discuss the arrangement of work on the detailed plan for Lækjargata 2 and the surrounding area, in accordance with the decision of the Hafnarfjörður Town Council on 1 June 2008. The Planning and Building Committee instructed the Planning and Building Department on 22 June 2010 to begin preparations for an ideas competition in accordance with the Hafnarfjörður Town Council's resolution of 1 June 2008. Draft terms of reference for the ideas competition were previously presented. A proposal for the appointment of the judging panel was presented.

• 1109091 – Regional plan for the capital region: comprehensive revision.

  Continuation of the discussion on the findings of the SSH working group on methodology, as referred to in the municipalities' review. The chair's proposal for the review was presented.

  The Planning and Building Committee endorses the chairman's report and instructs the Director of the Department to forward it to SSH.

• 1110324 – Regional Plan for the Suðurnes area 2008-2024, draft

  A submission from Ásmundur Friðriksson, on behalf of the Joint Committee for the Regional Plan for the South-West Region, dated 27.10.11, is to be considered, referring to the draft Regional Plan for the South-West Region 2008-2024. The deadline for comments is 17.11.11.

  The Planning and Building Committee instructs the Head of Department to prepare a recommendation for the next meeting.
