General presentations

• SB040377 – Minutes of the Planning and Building Officer

  Minutes of the planning and building officer's disposal meetings of 30.11.11 and 07.12.11 were presented. Item A was disposed of by the building officer in accordance with the Mannvirkjalög nr. 160/2010.

  Submitted.

• 1109258 – Sub-base, sandblasting

  A letter from Magnus Finnbjörnsson on behalf of the Quarter Mile Club, dated 19.11.11, requesting the use of the Undirhlíð quarry for a sand drag racing competition, was considered. A report from the Waterworks Manager, dated 30.11.11, was presented. The Waterworks Manager attended the meeting.

  The Planning and Building Committee concur with the report of the Water Supply Manager, which states that the water table is only 5 m below the surface in the northern part of the quarry, and therefore the application cannot be approved. The Director is tasked with discussing alternative potential locations for the operation with the applicants.

• 1111113 – Skipalón 10, discharge of encumbrance

  A letter from FM-Hús ehf, dated 03.11.11, was presented, requesting that the Planning and Building Committee lift the restriction on the property at Skipalón 10 that residents must be 50 years of age or older. A report from the Education Department and the Development Department was presented.

  The Planning and Building Committee, based on the recommendation of both the Director of Education for Hafnarfjörður and the Director of the Hafnarfjörður Property Company, and noting that no objections have been raised regarding potential impacts on the nearby primary school, resolves to lift the restriction on 10 Skipalón. The Planning and Building Committee instructs the Planning and Building Department to prepare amendments to the detailed plan, which will be advertised in accordance with Article 41 of the Act no. 123/2010.

• 0801363 – Reykjavíkurvegur, activity area, framework plan

  The Plus Architects' new proposals for a master plan for the event area at Reykjavikurveg are to be considered.

  The Planning and Building Committee approves the framework plan as a basis for detailed planning work for individual sites in the area. A special presentation meeting will be held to introduce the framework plan.

• 0712080 – Town Centre - Hraun, detailed plan

  The letter from the Planning Authority dated 16.11.11 was reconsidered.

  The Planning and Building Committee approves the changes that are not considered so significant as to require the plan to be re-advertised.$line$Skipulags- og byggingarráð gerir eftirfarandi tillögu til bæjarstjórnar Hafnarfjarðar: “The City Council of Hafnarfjörður approves the detailed plan for Miðbæ Hraun, December 2011, with the amendments made in accordance with the guidelines of the Planning Authority, pursuant to Article 25 of Act No. 73/1997. The changes are considered so minor that it is not necessary to re-advertise the plan.“

• 1109222 – Reykjavíkurvegur 45 zoning plan amendment

  A proposal was submitted for a change to the detailed plan of the undated plot, in accordance with the approved plot extension.

  Postponed.

• 0907153 – Hverfisgata-Mjósund-Austurgata-Gunnarssund zoning plan

  A letter from the Planning and Building Appeals Board was submitted, requesting documentation concerning the appeal by Landslaga, on behalf of the residents of 27b East Street, against the detailed plan, together with an administrative appeal.

  Submitted.

• 1111391 – Klukkuvellir 20-26, change to the local plan

  To consider the application from Brynja, the housing association of the Disabled Persons' Association, dated 28.11.11, requesting an amendment to the site's detailed plan to permit the construction of 5 single-storey housing units, in accordance with the attached drawing by the architectural practice Kollgátu.

  The Planning and Building Committee considers the application to be in keeping with the neighbouring houses, but notes that the applicant is not yet the landowner and therefore it is not possible to make a decision on the application.

• 1105399 – Bjarkavellir 1a, 1b and 1c local plan amendment.

  A proposal from Guðlaugur Adolfsson on behalf of Valhús Student Flats Ltd., dated [...], is reconsidered. 19.05.11 regarding the amendment of the detailed plan from student accommodation to small, affordable flats for the general market, in accordance with the planning drawing by Teiknistofan Strandgötu 11, dated 3 October 2011. The proposal was advertised in accordance with Section 43 of the Planning Act No. 123/2010. Comments were received.

  The Planning and Building Council instructs the Planning and Building Department to compile responses to the comments received, in accordance with the discussions at the meeting.

• 1112080 – Bjarkavellir 3, amendment to the local plan

  The request from the Hafnarfjörður Education Council for a change to the site's detailed plan was discussed, so that instead of a primary and nursery school being built at Bjarkavellir 3, a four-unit nursery school would be built.

  The Planning and Building Committee instructs the Planning and Building Department to examine the matter between meetings.

• SB060858 – Fields, Phase 7, detailed planning work.

  New proposals from Arkitektur.is for amendments to the multi-dwelling unit section of the detailed plan from May 2010 were presented, along with a summary by the department head on the matter and meetings concerning it.

  Submitted.

• 1108205 – Skógarás 2, two flats

  The results of a neighbourhood survey are being reviewed, which, among other things, explored the views of residents in Ásland 3 on the increase in registered dwellings and other factors concerning the planning and development of the neighbourhood.

  The Planning and Building Committee considers that there are not sufficient general grounds for a change to the detailed plan. The Planning and Building Committee rejects the application, citing a residents' survey conducted by telephone last November. It showed that the majority of residents in detached houses are opposed to the proposed change.

• 1112084 – Planning and Building Department, 2012 Fee Schedule

  A proposal for the 2012 fee schedule of the Planning and Building Department was presented.

  The Planning and Building Committee approves the proposal from the Planning and Building Department.

• 1012217 – Reykjanesbraut dualling from Kaldárselsvegur to Krýsuvíkurvegur

  A letter from Jónas Snæbjörnsson on behalf of the Road Administration, dated 29 November 2011, was presented, stating the timing of the project and the estimated cost of the sound barriers.

  Submitted.

• 1112020 – Bill on cultural heritage

  A email from Gudjón Bragason, lawyer for the Association of Municipalities, dated 28.11.11 was presented, introducing the re-submitted bill on cultural heritage from the Minister of Education. The bill has not been sent for consultation, but a short consultation period is to be expected.

  The Planning and Building Committee instructs the Head of Department to prepare a report.

• 1006284 – Master Plan of Hafnarfjörður: comprehensive revision.

  A comprehensive revision of the Master Plan for Hafnarfjörður is to be discussed. A resolution from the Hafnarfjörður Town Council to commence the work is on the table. The maps and reports of the current master plan are to be reviewed, with the outcomes from the framework plans for Hamranes, Ásland and the hinterland of Hafnarfjörður used as a basis for comparison. A report on the proposal, from the chairman, was previously presented. A proposal for a project description from the head of department was presented.

  Submitted.$line$Skipulags- og byggingarráð agrees to entrust a special steering group with overseeing the review of the master plan. The group will include representatives from all parties, one from each, and the department head will work with the group. The Director is to prepare a terms of reference for the group for the next meeting, at which point representatives to the steering group will also be appointed.
