  1. Part A of building permits

    • 1210379 – Change to Klukkuvellir 20-26

      Application for a change of house location.

      The Planning and Building Officer agrees to restore the position of the building to its former state in accordance with paragraph 3 of Article 43 of the Planning Act No. 123/2010.

    Part B: Organisational Matters

    • 1210356 – 14 Brekkugata, zoning plan amendment

      On 16/10/12, Ragnar Agnarsson applies for a change to the site's detailed plan.

      The Planning and Building Officer refers the matter to a local consultation in accordance with section 2 of article 43 of the Planning Act No. 123/2010.

    • 1210322 – Lyngbarð 2, finishing of the house

      Complaints have been received from neighbours about the delay in completing the house.

      The planning and building officer requires the owner to complete the exterior of the house within four weeks and to remove a temporary building from the plot.

    • 1205204 – Klukkuvellir 1 Site tidiness.

      A complaint has been received regarding Klukkuvellir 1, where a large amount of building materials are stored on the site. On 16/05/12, the Planning and Building Officer instructed the owners to bring the plot into an acceptable condition within 4 weeks. This request has not been complied with.

      The Planning and Building Officer reiterates his request for the site to be tidied. If this is not addressed within 4 weeks, the Planning and Building Officer will apply the provisions of section 2.9.2.2 of the Building Regulations regarding daily fines for the owners.

    • 1205205 – Klukkuvellir 5. Site tidiness.

      A complaint has been made regarding the tidiness of the site. On 16/05/12, the Planning and Building Officer instructed the owners to bring the site into an acceptable condition within 4 weeks. The request has not been responded to. There is also a complaint about a dilapidated construction crane at Klukkuvellir 5; neighbours want the crane taken down before it causes damage.

      The Planning and Building Officer reiterates his request for the site to be tidied up. Failure to comply within 4 weeks will result in the Planning and Building Officer invoking the provisions of section 2.9.2.2 of the Building Regulations to impose daily penalties on the owners. Furthermore, the Planning and Building Officer requires the owner of the construction crane to remove it within 4 weeks.

    • 0909005 – Gjáhella 11, stage of construction and use

      According to the property register, the house is still listed as being at construction stage 1, even though it is fully completed and has been put into use, and that the mandatory inspections have not been carried out, including the certificate of occupancy. According to the terms, the house was to be handed over shell-complete on 7 October 2008 and fully completed on 7 April 2009. On 14.12.10, the Planning and Building Committee required the owners to register a building supervisor for the project and to reapply for a certificate of habitability within 3 weeks. The request had not been complied with. On 12/01/12, the Planning and Building Officer reiterated the Planning and Building Council's resolution. If the request is not complied with within four weeks, the Planning and Building Officer will impose a daily fine on the owners in accordance with the powers under the Building Regulations Act 2010 (No. 160/2010). The request has not been addressed. The Planning and Building Officer imposed daily fines on the owners in accordance with section 56 of the Buildings Act, but deferred them as correspondence may not have been delivered. The Planning and Building Officer required the owners of 05.09012 to cease all activity in the house or, alternatively, to submit corrected plans so that a certificate of occupancy inspection can be carried out. The matter has not been addressed.

      The Planning and Building Officer reiterates his instruction to vacate the property of all activity or, alternatively, to submit corrected drawings so that a certificate of habitability can be issued. Failure to respond within 4 weeks will result in the Planning and Building Officer imposing new daily fines of kr. 20,000, in accordance with section 56 of the Building Regulations Act no. 160/2010.

    • 1210097 – Fléttuvellir 35, stone wall on the property boundary.

      It has been discovered that a wall load is being carried on a boundary wall at the site boundary of No. 35 Fléttuvelli. The wall is not shown on the approved drawings and is much larger than the provisions of the building regulations allow.

      The planning permission for Valla 4 states that a fence up to 180 cm high may be erected within the property boundary, at least 180 cm from the property boundaries. Otherwise, fences are subject to the provisions of section 67, chapter 3 of the Building Regulations. The Planning and Building Officer requires that the wall be removed from its current position, in accordance with the above.

    • 10102394 – Steinhella 1, construction stage and use.

      A query has been received from the Building Control Authority for the Hafnarfjörður and Kópavogur area regarding approved use. According to the property register, the building is still listed as being at construction stage 4 (weatherproofing), even though it is fully completed and has been put into use.A final inspection has not been carried out. On 13/10/10, the planning and building officer required the building surveyor to apply for a certificate of occupancy within three weeks, followed by a final inspection in accordance with section 53.1 of the building regulations. The Planning and Building Officer agreed on 23.02.11 to impose daily fines on the owner and the building supervisor of kr. 20,000 per day from 1 April, in accordance with Article 56 of the Building Act No. 160/2010, if the request is not addressed by that date. It has been reported that the building supervisor has passed away, and a deadline of 25.06.11 was given to appoint a new building supervisor. On 11.01.12, the planning and building officer required the owners to respond to the request within three weeks. If this was not done, the planning and building officer would use the powers of the Building Regulations Act to secure the necessary remedial action. The Planning and Building Officer recorded on 22.2.12 that he would impose daily penalties on the owners, in accordance with section 56 of the Building Regulations Act no. 160/2010, if the request was not complied with within three weeks. An extension was granted until 01.06.12, but the matter has still not been addressed.

      The Planning and Building Officer reiterates his instructions to appoint a new building surveyor and apply for a final inspection. Failure to comply within 4 weeks will result in the Planning and Building Officer imposing a daily fine of kr. 20,000, in accordance with section 56 of the Building Regulations Act no. 160/2010.

    • 1111224 – Suðurgata 79, Unit 03, vehicle storage registration

      A fire risk assessment was carried out on 14/02/12 but was not completed as comments were made.

      The planning and building officer requires the owner to rectify the deficiencies and to apply for a re-inspection within 4 weeks.

    • 1011333 – Tjarnarvellir 3, stage of construction and use

      The house at Tjarnarvellir 3, which is in the central area of Vellir, is registered as bst/mst 2, but is supposed to be fully built according to the plot's conditions. The Planning and Building Officer required the building supervisor, on 24.11.10, to apply for a final inspection within three weeks, in accordance with section 53.1 of the Building Regulations. A previously submitted email from Friðjón Sigurðarson, on behalf of the Lenders of Skjaldborg 3, dated 03.12.10, states that the house is not habitable and has not been put into use. Functional completion was denied on 08.08.08, as fire protection walls were missing. The Planning and Building Officer required the owner to bring the property to a functional completion within four weeks. An extension was granted until 01.06.11. The request was not acted upon. On 12 January 2012, the planning and building officer required the owners to respond to the notice within three weeks. If this is not done, the planning and building officer will use the powers under the Building Regulations Act to secure the necessary improvements. The notice has not yet been complied with.

      The Planning and Building Officer reiterates his instruction to apply for a certificate of habitability. Failure to comply within 4 weeks will result in the Planning and Building Officer imposing a daily fine of kr. 20,000, in accordance with section 56 of the Building Regulations Act no. 160/2010.

    • 1210330 – Furuás 10, building permit

      Lautarsmári is applying on 15.10.12 to build a two-storey semi-detached house in accordance with drawings by Kristinn Ragnarsson dated 12.10.12.

      The Planning and Building Officer has deferred the matter as it does not comply with the current building regulations. A separate application for an exemption, valid until the next New Year, must be submitted.

    • 1210199 – Lækjargata 30. shelter wall

      On 10 October 2012, Jonathan Eiriksson applied for permission for a timber screen wall at plot 0103, 30 Lækjargata, in accordance with drawings dated 13 July 2004.

      The Planning and Building Officer requests that written consent from the co-owners of the house be submitted. Deferred.

    • 1210291 – Eyrartröð 3, alteration

      Heiðarverk ehf applies on 11.10.12 to alter the internal layout. The number of rooms is reduced in accordance with drawings by Guðni Pálsson, dated 10.06.06, amended 10.10.12.

      The Planning and Building Officer has deferred the matter as the submitted documents are insufficient. Please see the attached comments.

    • 1210286 – Raudhella 8, alteration

      On 11.10.12, H.Jakobsen ehf applies to alter the mezzanine (01-03) in accordance with drawings by Emil Þór Guðmundsson dated 03.10.12.

      The Planning and Building Officer has deferred the matter as the submitted documents are insufficient. Please see the attached comments.

    • 1210329 – Furuás 8, building permit

      Lautarsmári applies on 15/10/12 to build a two-storey semi-detached house in accordance with drawings by Kristinn Ragnarsson dated 12/10/12.

      The Planning and Building Officer has deferred the matter as it does not comply with the current building regulations. A separate application for an exemption, valid until the next New Year, must be submitted.

    • 1210308 – Bæjarhraun 16, amendment to building permit

      On 12 October 2012, Íslandsbanki applies to alter escape routes in the basement, creating a new rescue opening in accordance with drawings by Egill Guðmundsson dated 10 October 2012.

      The planning and building officer postpones the matter and requests the approval of the Capital Region Fire and Rescue Service.

    • 1210351 – Hvaleyrarbraut 27, alteration

      On 16.10.12, Arion Bank hf applies to merge the property units on the 2nd floor, in accordance with drawings by Jónas Þórðarson dated 28.02.12.
