  1. Part A of building permits

    • 1211003 – Melabraut 18, laundry extension

      Hagvagnar hf. applies on 01.11.2012 for an extension to the wash station, in accordance with drawings by Ásmundur Sigvaldason dated 31.10.2012.

      The Planning and Building Officer approves the building plans in accordance with Article 11 of the Building Act no. 160/2010 and subsection 3 of Article 44 of the Planning Act no. 123/2010. A building permit shall be issued when the conditions of paragraphs 1-4 of Article 13 of the Building Act have been fulfilled. Article 13. Issuance of a building permit. The conditions for issuing a building permit are as follows: 1. The structure and its use comply with the area's planning schemes.$line$ 2. The main and specialist drawings have been reviewed and the licensing authority has signed them to confirm approval.$line$ 3. Building permit fees and other required charges have been paid, such as the road construction fee in accordance with the provisions of the Road Construction Fee Act, and the parking fee or fee for planning work in accordance with the provisions of the Planning Act, or an agreement has been made for their payment. However, fees that are not due for payment until the building permit is issued are excluded.$line$ 4. The building supervisor has signed a declaration of their responsibility and submitted to the licensing authority the signed declarations of responsibility of the tradesmen who will be responsible for individual parts of the work.

    • 1210381 – Skipalón 7, building permit

      On 17 October 2012, Krap ehf applied for a permit to build a five-storey block of flats in accordance with drawings by Sigurlaug Sigurjónsdóttir dated 16 October 2012.

      The Planning and Building Officer approves the building plans in accordance with Article 11 of the Building Regulations Act no. 160/2010. A building permit will be issued once the conditions of paragraphs 1-4 of Article 13 of the Building Regulations Act have been fulfilled. Article 13. Issuance of a building permit.     • 1210369 – Furuás, 25th-floor two-storey townhouse

      Architect Kristinn Ragnarsson, on behalf of the owner, requests to apply Building Regulations No. 441/1998 in accordance with the current Building Regulations No. 112/2012, transitional provision no. 1.

      The Planning and Building Officer approves the application.

    • 1210370 – Furuás, 27th-floor two-storey townhouse

      Architect Kristinn Ragnarsson, on behalf of the owner, requests to apply Building Regulations No. 441/1998 in accordance with the current Building Regulations No. 112/2012, transitional provision no. 1.

      The Planning and Building Officer approves the application.

    • 1211012 – Dalsás 8, alteration to the cellar

      G. Leifsson ehf applies on 01.11.2012 for alterations to a concrete wall in the basement at Dalsás 8. The wall is to be lowered, with access via a staircase on house number 8. Altered in accordance with drawings by Sigurður Þorvarðarson, dated September 2012. Change from previously approved drawings.

      The Planning and Building Officer approves the application in accordance with section 11 of the Building Regulations Act no. 160/2010. However, please note the attached comments.

    • 1211048 – Fly-fishing 22, change

      On 06.11.2012, Helgi Vilhjálmsson applies for a change to previously approved drawings: corrections to the layout, insertion of a door in the north wall, and removal of the driveway door. The house is to be internally insulated and rendered with applied cladding on the exterior, in accordance with drawings by Sveinn Ívarsson dated 30.10.2012.

      The Planning and Building Officer approves the application in accordance with Article 11 of the Buildings Act no. 160/2010.

    Part B: Organisational Matters

    • 1210064 – Selhella 13 illegal occupation

      Indications have come to light that the building is being occupied, which is located in an industrial estate and residential use is therefore not permitted. A letter of response was received from Kjarnagluggar Ltd, dated 2 November 2012.

    • 10103545 – Laufvangur 1-9, car park

      Residents of Laufvang 7 and 9 have raised concerns about a plot at the end of the car park at Laufvang 1–9. A jeep and a caravan are parked on the plot, obstructing the view when turning at a corner. The area is outside the plot and creates a hazard, and it is requested that a kerb be installed, together with grass and stone, to prevent the area from being used as a car park.

      According to the approved and published detailed plan for this area, parking is not provided for on the said corner. It is also outside the plot and poses a threat to traffic safety as it is in a blind bend. A report from the Operations Department is available.

    • 1206053 – Reykjavíkurvegur 30, maintenance and car park

      At the service meeting of the Planning and Building Officer on 25 July. Attention was drawn to the poor state of the car park at Reykjavikurvegur 30, and the Planning and Building Officer ordered the owner to remove a derelict car and other debris from outside the plot within four weeks. The request has not been addressed, and it is possible that the owner of plot no. 32 is responsible for a large part of this rubbish.

      The Planning and Building Officer reiterates the previous notice and if the request is not addressed within 4 weeks, the Planning and Building Officer will have the items removed at the plot holder's expense.

    • 1207220 – Reykjavíkurvegur 35 and 35A, management of land in the town's vicinity

      At a meeting of the Planning and Building Officer on 18 July, the owners of Reykjavikurvegur 35 and 35a were requested to remove construction waste from the town's land within 4 weeks of the said meeting. It has been discovered that this request has not been complied with. On 24/10/12, the Planning and Building Officer required the owners to remove construction waste from the lava field on the town's land. Information has been received that the construction waste belongs to Reykjavikurvegur 35.

      The Planning and Building Officer reiterates his instruction to remove the construction waste. If this is not addressed within 4 weeks, the Planning and Building Officer will take action to enforce remedial measures in accordance with the Buildings Act No. 160/2010.

    • 1211077 – Skipasól 22, 24, 26 and 16, 18, 20, balcony railing panels

      A complaint has been received from the residents' association regarding defects in the plates on the balcony railing.

      The planning and building officer has no jurisdiction in the matter and refers it to the building controller.

    • 1111244 – Fjóluás 20a, final inspection

      A final inspection has not been carried out on the structure, although it is fully completed and in use.

      The Planning and Building Officer has scheduled a final inspection for 15:00 on 04.12.12, in accordance with the 2nd paragraph of Article 36 of the Buildings Act No. 160/2010. The building supervisor/owner is required to make appropriate arrangements for the final inspection.

    • 1005162 – Eskivellir 3, final inspection

      A further email from Páll Viggó Bjarnason on behalf of the residents' association of Eskivöllum 3, dated 16.05.10, was received, requesting that a final inspection of the building be carried out as soon as possible. Planning- and the Building Control Officer made it mandatory for the building supervisor of the house to apply for a final inspection of the house within two weeks of the date of the meeting on 19.05.2010, in accordance with section 53.1 of the Building Regulations, or to provide an explanation of the matter within that time. Since then, there has been a dispute as to who is the building surveyor for the house.

      The Planning and Building Officer is to conduct a final inspection on 27.11.12 at 13:15, in accordance with Article 36 of the Building Regulations Act no. 160/2010. The building surveyor, Ágúst Pétursson, is required to take the measures stipulated by law. Should he fail to comply, the planning and building officer will apply the provisions of Articles 56 and 57 of the same Act regarding fines and reprimands.

    • 1204085 – Furuás 4, Final inspection

      A final inspection was carried out on 04/05/12 but was not completed as comments were made.

      The planning and building officer shall require the building surveyor to convene a re-inspection within 4 weeks.

    • 1211082 – Furuás 2 building stage and use

      The building is registered at stage 4, weatherproof, although it is fully completed and has been put into use.

      The Planning and Building Officer has scheduled a final inspection for 13:15 on 04/12/12, in accordance with Article 36 of the Building Regulations Act no. 160/2010. The building supervisor is required to take the measures stipulated by the law. Should he fail to comply, the Planning and Building Officer will apply the provisions of Articles 56 and 57 of the same Act regarding daily fines and a reprimand.

    • 1204086 – Furuás 26. Final inspection

      A final inspection was carried out on 24/04/12 but was not completed as comments were made.

      The planning and building officer shall require the building surveyor to convene a re-inspection within 4 weeks.

    • 1211028 – Kaldakinn 14, alteration

      On 5 November 2012, Ólöf Ásta Stefánsdóttir applied for permission to alter the roof and dormers of Coldukinn 14, and to clad the house in corrugated iron, in accordance with drawings by Ásmundur Jóhannsson dated 14 September 2007.

      The Planning and Building Officer has deferred the matter as the submitted documents are insufficient. Please see the attached comments.
