    • SB040377 – Minutes of the Planning and Building Officer

      Minutes from the planning and building officer's disposal meetings of 08.04.2009, 15.04.2009 and 22.04.2009 were presented.

      Part A of the minutes is submitted to the town council for approval.;

    • 0701305 – East Road 31 detailed plan

      Sverrir Júlíusson is applying to amend the local plan for the plot at 31 Austurgata, in accordance with the drawing by Halldór Hannesson dated 15.01.07. Neighbour notification completed; one objection was received. The requested adjustments to the plot boundaries have been completed, and it has been confirmed that all parts of the plan are within the relevant plot. The application was re-notified to neighbours on 02.03.2009 in accordance with section 2, article 26 of the Planning and Building Act, with a comment period until 30.03.2009. No comments were received. Postponed at meeting 219.

      The Planning and Building Committee approves the plan and that the matter be concluded in accordance with Article 26 of the Planning and Building Act No. 73/1997.;

    • 0903210 – Gunnarssund 9, enquiry

      On 25.03.09, Arkur ehf submitted an enquiry to build a new house, one storey with an attic, on the plot, in accordance with information from Jon Nordsteien. The Town Council has approved the amended plot boundaries. The Planning and Building Committee referred the matter to the Hafnarfjörður Museum of Local History for comment on 07.04.2009. The opinion of the Hafnarfjörður Folk Museum, dated 16 April 2009, was presented, which points out that due to the age of the house, approval from the National Heritage Board is required. The application has been sent there.

    • 0903020 – Nönnustígur 2, car park.

      Aðalheiður Dröfn Eiríksdóttir is applying for permission to create two parking spaces within the plot, in accordance with the drawing dated February 2009. A report from the Operations Department, dated 10 March 2009, is available. The application was subject to local consultation on 13.03.2009 in accordance with the 7th paragraph of Article 43 of the Planning and Building Act, with a comment period until 14.04.2009; one comment was received. The application was considered at the disposal meeting of the Planning and Building Officer on 15 April 2009, who referred it to the Planning and Building Committee.

      The Planning and Building Committee postpones the matter until the next meeting.;

    • 0902033 – Norðurbakki 5, change to the detailed plan

      Proposal for an amendment to the detailed plan for Norðurbakki concerning the access road, location and height of the substation and a nearby container, according to the drawing by Batteríið dated 29 January 2009. The detailed plan has been published on 06.03.2009 in accordance with section 2 of Article 26 of the Planning and Building Act no. 73/1997, with a comment period until 03.04.2009. Comments were received. The application was considered at a meeting of the Planning and Building Officer on 22 April 2009, who referred it to the Planning and Building Committee.

      The Planning and Building Council instructs the Planning and Building Department to prepare a summary of the comments received and a proposed response to them.;

    • 0901068 – Hamranes outline plan.

      A proposal for a service contract with Arkitektur.is ehf, dated 24.04.2009, was presented. The planners from Arkitektur.is attended the meeting, along with project manager Stefán Veturliðason VSB, and presented the progress of the work on the project.

      Approved with 3 votes, the representatives of the Independence Party and the Left-Greens abstain.
      The representative of the Left-Greens considers this work to be premature and far too expensive. The representative of the Left-Green Party wants to focus on the layout of Ásvallabraut, which connects Velli and Ásland.;

    • 0901069 – Asland framework plan

      A proposal for a contract for the project with Batteríið ehf, with consultant Landslag ehf, dated 02.04.2009, was presented. The project designers from Batteríið and Landslag attended the meeting, along with project manager Stefán Veturliðason VSB, and presented the progress of the work on the project.

      The Planning and Building Committee thanks Stefán Veturliðason, Sigurður Einarsson, Anna Margrét Tómasdóttir and Þráinn Hauksson for the presentation.

    • 0812105 – Kapelluhraun 2nd Phase storage area

      A proposal from the Planning and Building Department for the second phase of the industrial estate in Kapelluhrauni, in accordance with the drawing dated 08.02.2009, was discussed. The plan was advertised on 02.03.2009 in accordance with the 1st paragraph of Article 26 of the Planning and Building Act, and the period for comments closed on 17.04.2009. Submissions from Landsvirkjun dated 08.04.2009 and Rio Tinto – Alcan dated 17.04.2009. The matter was considered at a disposal meeting of the Planning and Building Officer on 22.04.2009, which referred it to the Planning and Building Committee.

      The Planning and Building Council instructs the Planning and Building Department to consult with the consultees.;

    • 0801344 – Town Centre, development plan

      The discussion on the city centre development plan was taken up again. A joint meeting was held with the City Centre Committee on 31 March 2009, where Bjarni Reynarsson of Land-ráð ehf attended and presented a proposal for the development plan. Draft development plan dated March 2009 was presented. Postponed from the previous meeting.

      The Planning and Building Committee postpones the matter.;

    • SB040347 – Environment Committee/Agenda 21

      The minutes of the Environment Committee/Local Agenda 21 meeting of 15 April 2009 were presented.

    • 0903249 – Hafnarfjörður Paintball Club, competition area

      The Hafnarfjörður Paintball Club is requesting an extension of its use of the training and competition area at Krýsuvíkurveg. It is also requesting permission for earthworks. Submitted are the opinions of the Family Council dated 06.04.2009, the Environment Committee/Local Agenda 21 dated 15.04.2009, and the Executive Board dated 27.04.2009.

      The Planning and Building Committee takes a positive view of the application.;

    • 0901201 – Krýsuvík, agreement on a grazing enclosure

      The Project Manager for Sd 21 presents to the council a draft agreement regarding horse grazing in Krýsuvík.

      The Planning and Building Committee postpones the matter.;

    • 0701138 – Future harbour area.

      The Director of the Department and the Chair report on discussions with the Port Director and the Chair of the Port Board about commencing work on an amendment to the master plan for the port west of Straumsvík, where planning is deferred in the 2005–2025 Master Plan for Hafnarfjörður. The director's notes were presented.

      The Planning and Building Committee instructs the Planning and Building Department to commence work on the preparation of an amendment to the 2005–2025 Master Plan for Hafnarfjörður, with regard to the area west of Straumsvík where planning was deferred. The Planning and Building Committee makes the following recommendation to the town council:“The Hafnarfjörður Town Council approves the commencement of preparatory work on an amendment to the Hafnarfjörður 2005–2025 Master Plan, concerning the area west of Straumsvík where planning was deferred.“

      Trausti Baldursson explains his vote: I approve of the above-mentioned resolution to begin work to finalise the planning for the aforementioned area, but on the condition that it is the planning process which will determine how the area will be used.;

    • 0808201 – Melabraut 17, container in the car park

      Á bílastæði hússins gegnt Suðurgötu hefur staðið gámur í heilt ár. Haft var samband við húseigendur, Bílamálun Minney, um að fjarlægja gáminn og lofuðu þeir að það yrði ekki bið á því. Gámurinn stendur enn, en samkvæmt deiliskipulagi er það óheimilt. Gámurinn er þarna á ábyrgð húseiganda/lóðarhafa, sem hefur ítrekað verið beðinn um að fjarlægja gáminn, og gert skylt á afgreiðslufundi 27.08.2008 að fjarlægja hann þá þegar. 18.03.2009 gerði skipulags- og byggingarfulltrúi húseiganda/lóðarhafa Melabrautar 17 skylt að fjarlægja umræddan gám innan tveggja vikna. Yrði ekki brugðist við erindinu innan þess tíma yrði gerð tillaga til skipulags- og byggingarráðs um að beitt verði dagsektum í samræmi við 57. grein skipulags- og byggingarlaga. Ekki hefur verið brugðist við þessu. Erindið var til umfjöllunar á afgreiðslufundi skipulags- og byggingarfulltrúa 08.04.2009, sem vísaði því til skipulags- og byggingarráðs með eftirfarandi tillögu:%0D“Skipulags- og byggingarráð gerir húseiganda skylt að fjarlægja umræddan gám innan tveggja vikna. Verði ekki brugðist við því mun skipulags- og byggingarráð gera tillögu til bæjarstjórnar um að beitt verði dagsektum í samræmi við 57. grein skipulags- og byggingarlaga nr. 73/1997.“

      The Planning and Building Committee requires the property owner to remove the said container within two weeks. Failure to do so will result in the Planning and Building Committee recommending to the Town Council that a daily fine be imposed in accordance with section 57 of the Planning and Building Act No. 73/1997.;

    • 0903209 – Hvaleyrarbraut 22, illegal works continuation

      The matter regarding illegal works and unauthorised occupation of the house is being reconsidered. It has emerged that this has not been addressed. On 08.04.2009, the Planning and Building Officer made a proposal to the Planning and Building Committee that a repeat notice be served on the new owners, instructing them to pay daily fines in accordance with Chapter VI of the Planning and Building Act No. 73/1997.

      The Planning and Building Committee reiterates that daily fines, which were approved by the Town Council on 29 April 2008, are in effect, regarding illegal occupation and works at Hvaleyrarbraut 22, and directs the town solicitor to inform the new owners of this, and also directs the town council to reiterate the resolution to the new owners that daily fines will be applied in accordance with Chapter VI of the Town Planning and Building Act No. 73/1997.a of the Planning and Building Act No. 73/1997.;

    • 0903040 – Brekkuás 21, poor site clearance

      On 4 March 2009, the planning and building officer required the landowner to improve the site's appearance within four weeks. If this was not done, a proposal would be made for action in accordance with Chapter VI of the Planning and Building Act No. 73/1997. The matter was considered at a meeting of the planning and building officer on 15 April 2009, who referred it to the planning and building committee with the following recommendation: „The planning and building committee requires the landowner to improve the appearance of the site within four weeks. If this is not addressed, the Planning and Building Committee will propose daily fines in accordance with Section 57 of the Planning and Building Act No. 73/1997. „

      The Planning and Building Committee requires the plot holder to improve the appearance of the plot within four weeks. Failure to do so will result in the Planning and Building Committee recommending a daily fine in accordance with Section 57 of the Planning and Building Act No. 73/1997.;

    • 0807212 – Hafravellir 18 and 20, complaint

      A complaint has been received by email dated 10.03.2009 from residents of Hafravellir 14 and 16 regarding the poor state of the building site at Hafravellir 18 and 20. The Planning and Building Officer has previously sent a letter to the landowners concerning the same matter, dated 25.07.2008. On 01.04.2009, the planning and building officer required the landowners to rectify the condition of the site within two weeks. Should this not be addressed, the Planning and Building Officer would make a recommendation to the Planning and Building Committee for the imposition of a fine in accordance with Chapter VI of the Planning and Building Act No. 73/1997. The matter has not been addressed. The matter was considered at the processing meeting of the Planning and Building Officer on 22 April 2009, who referred it to the Planning and Building Committee with the following recommendation: „The Planning and Building Committee requires the landowners to rectify the condition of the plot within two weeks. If this is not addressed, the Planning and Building Committee will make a proposal to the Town Council for the imposition of a fine in accordance with Chapter VI of the Planning and Building Act No. 73/1997.“

    • 0903275 – Dalshraun 15, registered tenancy agreement and registration of home address

      Mjölnir Gunnarsson is applying for housing benefit and to register his home address at Dalshrauni 15. A registered lease agreement for residential accommodation in the property was presented. On 1 April 2009, the planning and building officer pointed out that there is no approved flat in the building, which is zoned for business use. The flat would therefore be illegal and must be vacated without delay. If this was not done within two weeks, the planning and building officer would make a recommendation to the planning and building committee for the imposition of a fine in accordance with Chapter VI of the Planning and Building Act No. 73/1997. The matter was considered at a meeting of the Town Planner on 22 April 2009, who referred it to the Planning and Building Committee with the following recommendation: „The Planning and Building Committee shall require the owner to vacate the illegal flats in the building immediately. If this is not done within two weeks, the Planning and Building Committee will make a proposal to the Town Council for a daily fine, in reference to Article 57 of the Planning and Building Act.“
