An enquiry has been received by email dated 07.09.2009 regarding what permissions have been granted for buildings in the area used by horse riders to the south-west of Kleifarvatn. An investigation by the Planning and Building Department has revealed that no building permits or site permits exist for the aforementioned structures. Saddlebags were built there at the time, which the „Hafnarfjörður 2005–2025 Krýsuvík“ Master Plan provides for to be removed in phases, but now a much larger complex of buildings has arisen there, some of them new, which the Town Planner and Building Control Officer has requested be removed in accordance with Article 56 of the Town Planning and Building Act: “If a building operation, which is subject to Chapter IV of this Act, has commenced without a permit being obtained for it and it contravenes the plan, or the works have commenced with a building permit that contravenes the plan, the building control officer shall immediately stop the works and the illegal building, or part of the building, shall then be removed, the earthworks are to be remedied or the activity discontinued. – If a structure, which falls under Chapter IV of these laws, has been erected without the consent of the local council and it fails to remove it within six months of becoming aware of the matter, the Planning Authority shall have the structure removed at the expense of the local authority.” – An application has been received from Pálmar Harðarson dated 02.11.2009, in which he states that he has removed three houses from the site for the Sörli Krýsuvík Committee, and is instead applying for a temporary siting permit for one house. The Planning and Building Officer denied that application, as there is no legal basis for such a temporary permit and it would not be in accordance with the planning scheme. – On 11 November 2009, the Planning and Building Officer requested an explanation from Palmár Harðarson, the Krýsuvík Committee of Sörli, and any other potential owners regarding the aforementioned cluster of houses within four weeks, including when and on what grounds the houses were erected, and refers the matter to the Planning and Building Committee. A schedule for the removal of the houses was also requested, in accordance with the aforementioned provision of the Krýsuvík Master Plan for Hafnarfjörður 2005–2025. No response was received. The Planning and Building Officer referred the matter to the Planning and Building Committee, which made the following record: “The Planning and Building Committee requests clarification from Pálmar Harðarson, the Sörli Krýsuvík Committee, and other potential owners regarding the aforementioned cluster of houses, including when and on what grounds the houses were erected. A schedule for the removal of the houses is also requested, in accordance with the aforementioned provision of the Hafnarfjörður Krýsuvík Master Plan 2005–2025. If the requested information is not received within the specified time, the Planning and Building Committee will reconsider the matter and decide on appropriate measures.” No explanation has been received. The matter was discussed at the processing meeting of the Planning and Building Officer on 10 March 2010, which referred it to the Planning and Building Committee with the following proposal: "As the recommendations of the Planning and Building Committee have not been acted upon, the Committee requires the owners of the cabins to remove them within two months, in accordance with paragraph 1 of Article 65 of the Planning and Building Act No. 73/1997. If this request is not complied with, the Planning and Building Committee will make a recommendation to the Town Council for the imposition of a daily fine in accordance with Article 57 of the same Act." A letter from Björn Bjarnason on behalf of the Sörli Riding Club, dated 11.03.2010, where a request is made for discussions regarding the planning of the association's area in Krýsuvík (presumably a grazing enclosure), with the aim of erecting a clubhouse to replace the cabin and other buildings on the site. Furthermore, it is requested that the huts already on the site, which were built from the 1950s onwards, be allowed to remain until a new master plan is in place.
