• SB040377 – Minutes of the Planning and Building Officer

  Minutes of the planning and building control officer's disposals on 05/01/11 and 12/01/11 were presented. Item A was dealt with by the building control officer in accordance with the Building Regulations.

  Submitted.;

• 0706295 – Reykjavíkurvegur 27, car park, enquiry.

  A letter from Sverrir Pálmason, solicitor, was presented, requesting that the Municipality of Hafnarfjörður justify its decision not to revoke the building permit, but instead to offer the owners of Nönnustíg 2 the opportunity to renew it. A proposal for a justification from the Planning and Building Department is presented.

  The Planning and Building Committee endorses the response of the Planning and Building Department and adopts it as its own.;

• 0708068 – Óseyrarbraut 1b

  The plot Fornubúðir 1a/Óseyrarbraut 1b was considered. At its meeting on 22.12.10, the Harbour Board proposed to the Planning and Building Committee that the plot at Fornubúðir 1A/Óseyrarbraut 1b be subdivided and merged with the plots at Óseyrarbraut 1 and Hvaleyrarbraut 2, in accordance with proposal 2. See proposals in the case file.

  The Planning and Building Committee decides that it is permissible to give local notice of a change to the detailed plan for Suðurhöfn, for the plot at Fornubúið 1A/Óseyrarbraut 1b, in accordance with section 2. paragraph of Article 43 of the Act no. 123/2010.;

• 0705093 – Strandgata 86, plot application

  A proposal from Þyt Sailing Club regarding the plot of land at Strandgata 86, dated 16 December 2010, signed by the club's board, was presented. The Harbour Board referred the matter on 22/12/10 to the Planning and Building Committee for their opinion and requests that work on the planning of the area in which the plot is situated be taken up again.

  The Planning and Building Committee proposes that Þyt Sailing Club be granted a temporary lease on the plot of land. The condition is that no permanent structures are erected, as the final planning for the area is not yet in place.;

• 1011300 – Norðurbraut 1, amendment to the detailed plan

  On 22 November 2010, Charlotta Oddsdóttir applied for a change to the detailed plan for 1 Norðurbraut, in accordance with drawings by Ólöf Flygenring dated 12 November 2010. The amendment was subject to local consultation, no comments were received during the consultation period, and the plan was approved at a meeting of the Planning and Building Officer. A comment was received after the consultation period had closed.

  The Planning and Building Council points out that the amendment has followed the legal procedure and is now being considered by the Planning Authority. The decision of the planning and building officer may be appealed to the Planning and Building Appeals Board within one month of the decision being made or notified.;

• 0712080 – Town Centre - Hraun, detailed plan

  To reconsider the detailed plan for the Miðbær Hraun area, which is bounded by Flatahraun, Álfaskeið, Arnarhraun and Reykjavikurvegur, dated. 06.05.10. A summary of the comments received after the preliminary presentation meeting held on 17.03.2010 was previously submitted. A revised proposal following that meeting addresses the comments. The proposal was advertised in accordance with Section 25 of the Planning and Building Act No. 73/1997, and the consultation period has now closed. Comments were received. A public information meeting was held during the consultation period. A summary of the comments received and a proposal for responses were previously submitted by the Planning and Building Department, which was approved with the necessary amendments. The Planning and Building Committee approved the plan at its last meeting.

  The Planning and Building Committee makes the following recommendation to the Town Council: “The Town Council of Hafnarfjörður approves the detailed plan for the Miðbær-Hraun area, dated. 06.05.2010, and that the processing will be completed in accordance with Article 25 of the Planning and Building Act no. 73/1997.“;

• 0807220 – Suðurgata - Hamarsbraut, detailed plan

  To reconsider the proposal from the Department of Planning and Building, dated 20.05.2010, for the Suðurgata-Hamarsbraut detailed plan, for a site bounded by the cliffs north of the houses north of Hellubraut/Hamarsbraut, Suðurgata, Mýrargata and Strandgata. Previously submitted archaeological survey by the Hafnarfjörður Folk Museum for the area, dated 2009; opinion of the House Preservation Committee regarding Hellubraut 7, dated. 05.05.2009, minutes and responses to comments from the preliminary presentation meeting of 25.05.2009, minutes of the Planning and Building Department regarding neighbourhood conservation, a proposal by Teiknistofan ehf for the layout of the Hellubraut 7 plot, documents dated 10 January 2009 and data from the Planning and Building Department dated 08 October 2009. The proposal was advertised in accordance with Section 25 of the Planning and Building Act No. 73/1997, and the consultation period has now closed. Comments were received. A public consultation meeting was held during the notice period. A summary of the comments received from the Planning and Building Department was presented.

  Reviewed the street design and other comments. Final decision deferred to the next meeting.;

• 1101167 – Hellubraut 7, building matters

  In a letter dated 10 January 2010, Gunnar Hjaltalín requests that the Planning and Building Department permit the demolition or relocation of a house on plot no. 7 at Hellubraut. The application was considered at the work session of the Planning and Building Officer on 12 January 2011, which referred it to the Planning and Building Committee.

  Postponed until the final arrangements have been finalised.;

• 0907153 – Hverfisgata-Mjósund-Austurgata-Gunnarssund zoning plan

  The proposal from the Planning and Building Department for a local plan for a site bounded by Mjósund, Austurgata, Gunnarssund and the upper boundaries of the properties at Hverfisgata 31-49 is reconsidered. The Planning and Building Department previously reported on a review of access to the lighthouse behind the plot at Hverfisgata 41 and a meeting with residents in the vicinity of the lighthouse on 08.04.2010. A review by the Planning and Building Department of the development potential of Hverfisgata 41 was presented.

  Deferred to the next meeting.;

• SB030312 – Landfill site zoning plan

  The proposal from Formu ehf for a detailed plan for an open area for special use at Hamranes and Vatnshlíðarhnúkur, dated 23.04.2010, together with conditions and explanatory drawings, is reconsidered. The proposal was advertised in accordance with Section 25 of the Planning and Building Act No. 73/1997, and the consultation period has now closed. No comments were received.

  The Planning and Building Committee approves the detailed plan and that the process be concluded in accordance with Article 25 of the Planning and Building Act No. 73/1997.

  The Planning and Building Committee makes the following recommendation to the Town Council: “The Town Council of Hafnarfjörður approves the detailed plan for an open area for special use at Hamranes and Vatnshlíðarhnúkur, dated. 23.04.2010, together with the conditions and explanatory drawings, and that the processing shall be completed in accordance with Article 25 of the Planning and Building Act No. 73/1997.“;

• 10022261 – Sign on farmland

  The proposal from the Planning and Building Department for a sign by-law for Hafnarfjörður is being reconsidered. Postponed at the last meeting.

  The Planning and Building Council approves the proposal from the Planning and Building Department for the adoption of a sign by-law for Hafnarfjörður on [date].;

• 1012108 – Subsoil, mining, quarrying

  A request from GT Verktaka ehf, sent by email on 8 December, was presented, requesting permission for material extraction from a quarry in Undirhlíðar. On 16.12.10, the Town Council requested a report from the Planning and Building Committee, the Environment Committee/Local Agenda 21 and the Executive Committee.

  The Planning and Building Committee endorses the opinion of the Agenda 21 Officer and the Environment Committee and adopts it.;

• SB040347 – Environment Committee/Agenda 21

  The minutes of the Environment Committee/Local Agenda 21 meeting of 12 January 2011 were presented.

• 1101127 – Amendment to the Nature Conservation Act, Bill, request for comments

  A bill has been presented to amend the Nature Conservation Act No. 44/1999, as subsequently amended. The deadline for submissions is 21 January.

  The Planning and Building Committee endorses the Local Agenda Officer's report.;

• 0709207 – Ástjörn, groundwater conservation

  A report by Tryggvi Þórðarson, dated October 2010, regarding the conservation of groundwater at Ástjörn was presented.

  The Planning and Building Committee concurs with the resolution of the Environment Committee regarding the report by Tryggvi Þórðarson.;

• 1101017 – Furuás 3rd question

  On 03.01.2011, Gísli Hermannsson submitted an enquiry to alter a 270 m² terraced house into two flats instead of one. Please see the attached explanatory sheet and the consent of the co-owners. The application was considered at the planning and building officer's meeting on 05.01.2011, which referred it to the planning and building committee.

  The Planning and Building Committee is negative towards the enquiry as it does not comply with the area's planning.;

• 1007025 – Northern Quarter detailed plan update

  The proposal from the Department of Planning and Building for the revision of the detailed plan for the North Town of Hafnarfjörður, which was approved in the 2009 and 2010 budgets and is being prepared by the Department of Planning and Building, is being reconsidered.

  The Planning and Building Committee resolves that a pre-application briefing meeting will be held in accordance with the new planning legislation.;

• 1101107 – Construction Act

  The Director of Stages reports on the Act on Structures and an amendment to the Act on Fire Protection.

• Planning Act

  The Director presents several changes in accordance with the new organisational act.

• 1008227 – Clean-up campaign of industrial areas at Hraun and Hellnahraun.

  The Stage Manager and Project Manager report on the status of the project and its future progress. Proposals for a contract with Furu Ltd. for the execution of the work are presented.

  The Planning and Building Committee instructs the Head of Department to finalise the proposed contracts with Furu Ltd.;

• 1101168 – Erected construction cranes

  The site manager presents an overview of the construction cranes installed in Hafnarfjörður, their finishing and use.

  The Planning and Building Council instructs the Department of Planning and Building to initiate action where cranes create a hazard.;

• 1009152 – Hvaleyrarbraut 26 construction crane

  Bergþór Jónsson f.h. Mótáss hf sótti með tölvupósti dags. 10.09.2010 um að fá að staðsetja byggingarkrana á lóðinni í nokkra mánuði til að raða efni á lóðinni. Skipulags- og byggingarráð benti 21.09.10 á að uppsögn kranans sé ekki í tengslum við neina framkvæmdir og ber því að fjarlægja kranann innan tveggja mánaða. Ekki hefur verið brugðist við erindinu. Erindið var til umfjöllunar á afgreiðslufundi skipulags- og byggingarfulltrúa 17.11.2010, sem vísaði því til skipulags- og byggingarráðs sem bókaði eftirfarandi á fundi 30.1102010: „Skipulags- og byggingarráð gerir eiganda kranans skylt að fjarlægja hann innan tveggja vikna.
