• SB040377 – Minutes of the Planning and Building Officer

  Minutes of the planning and building officer's disposal meetings of 11.05.11 and 18.05.11 were presented. Item A was disposed of by the building officer in accordance with the Building Act No. 160/2010.

• 1105242 – Skúlaskeið 42, enquiry regarding plot extension.

  Jón Snorri Bergþórsson of Skúlaskeiði 42 submits an enquiry on 28/04/11 regarding the enlargement of the plot in accordance with the attached plan. The matter was considered at the working meeting of the Planning and Building Officer on 11 May 2011, who referred it to the Planning and Building Committee.

  The Planning and Building Committee welcomes the application and advises the applicant to formally apply to the Town Council for a plot extension.;

• 1101167 – Hellubraut 7, building matters

  In a letter dated 10 January 2010, Gunnar Hjaltalín requested that the Planning and Building Department permit the construction of a two-storey house on plot no. 5 at Hellubraut, in accordance with the conditions and within the plot boundaries specified by the planning scheme. The planning and building officer objected to the construction of a two-storey house as it did not comply with the area's planning scheme. The Planning and Building Committee requested further information; explanations have been received. However, to permit the demolition or relocation of a house on plot no. 7 at Hellubraut. The Planning and Building Committee requested a report from the National Heritage Protection Authority. A negative report has been received, dated 09.03.11.

  The Planning and Building Council instructs the Planning and Building Department to discuss the matter with the enquirer.;

• 0709199 – Flatahraun 13, detailed plan

  A letter from Pétur Guðmundsson, Chairman of the Board of Eykt ehf, dated 18.05.11, was presented, requesting that a proposal for a change to the detailed plan for the site be put forward.

  The Planning and Building Committee authorises the applicant to submit a proposal for an amendment to the detailed plan for the plot at Flatahraun 13, Hafnarfjörður.;

• 1004254 – Flatahraun 7, plot enlargement and site preparation

  BJB Exhaust Service at Flatahrauni 7 is applying for an extension and a planning change to the plot, in accordance with drawings by Sigurður Þorvarðarson dated April 2011. The application was considered at the working meeting of the Planning and Building Officer on 11 May 2011, which referred it to the Planning and Building Committee.

  The Planning and Building Council instructs the Planning and Building Department to discuss the implementation with the applicant.;

• SB040347 – Environment Committee/Agenda 21

  Minutes of the Environment Committee/Local Agenda 21 meeting of 18.05.11 were presented.

  The Planning and Building Committee agrees with the Environment Committee that it is important to finalise the agreements regarding the grazing enclosure on land belonging to the City of Hafnarfjörður, and directs the Town Council to do so.;

• 0704123 – Kaldársel, detailed plan

  The state of planning for the area was discussed. A report was given on discussions with the representatives of Kaldársel.

  The Planning and Building Committee instructs the Planning and Building Department to examine the matter between meetings.;

• 0711020 – Uppland, Hafnarfjörður, outline plan.

  The model flying club Þytur is seeking facilities for model flying in the hinterland of Hafnarfjörður. The matter was discussed at the processing meeting of the Planning and Building Officer on 4 May 2011, which referred it to the Planning and Building Board.

  The environmental representative is tasked with examining the matter together with the author of the framework plan.;

• 1104091 – AÍH, sports complex

  Report from the Hafnarfjörður Motor Sports Association, dated 2011, regarding facilities for driving practice, considered again.

  it is appropriate to consider the development of a motorsport facility in light of changed circumstances where

  it is clear that the current detailed plan is largely limited by the designation of the surrounding area.

  ;

• 1105320 – Ásvellir, access to the Haukahús.

  To address pedestrian safety at the Haukar sports grounds. The matter was referred to the council at a meeting of the transport working group on 17 May.

  The Director is tasked with requesting a meeting with the representatives of Hauka and the planning designers, where the pedestrian access to the grass pitches and the vehicle access to the outdoor area will be specifically reviewed. The current plan provides for a cycle/pedestrian path which has not been implemented.

• 1105399 – Bjarkavellir 1a, 1b and 1c local plan amendment.

  A letter from Gudlaugur Adolfsson on behalf of Valhúsa námsmannaíbúða ehf, dated 19.05.11, was presented, enquiring about a change to the local plan from student accommodation to small, affordable flats for the general market.

  The Planning and Building Committee welcomes the application and authorises the applicant to proceed with the change to the local plan at their own expense, but notes that the proposed buildings will have a significant visual impact on the character of the neighbourhood.

• 0812022 – Southwest Lines, electricity transmission system

  A letter from Ólafur Árnason on behalf of Landsnet, dated 29.04.11, was presented, requesting discussions regarding the proposed construction of the Suðurnesjalínu 2 transmission line through the land of Hafnarfjörður.

  The Planning and Building Committee instructs the Head of Department to convene a meeting with Ólafur Árnason on behalf of Landsnet.;

• 1005159 – Planning and Building Department monthly report

  A report from the Administration and Finance Department for January – March 2011 was presented.

• 1105153 – Kópavogur Master Plan 2000-2012, revision

  A letter from Birgir H. Sigurðsson, Kópavogur's Town Planner, dated 02.05.11, was presented, requesting a review of the attached specification for the Kópavogur Master Plan 2000-2012, dated. 15.04.11. The deadline for comments is 07.06.11.

  The Planning and Building Council instructs the Head of Department to prepare a draft report.;

• 1104089 – Master plan: junction at Straumsvík

  A proposal for a change to the Master Plan of Hafnarfjörður 2005–2025, dated 08.04.11, concerning the junction with the entrance road from the Reykjanesbraut to the aluminium smelter site is under discussion. It is proposed that underpasses be constructed for left turns. The Hafnarfjörður Town Council approved that the proposal be treated as a minor amendment to the master plan, but the Planning Authority's assessment is that this is a major amendment.$line$ A letter from the Planning Authority dated 16.05.11 and a letter from the National Monuments Authority, dated , a response to a submission from the Hafnarfjörður Folk Museum. The project description and the environmental assessment of the plans in accordance with Article 30 of the Planning Act no. 123/2010 were presented.

  The Planning and Building Council approves the project description and the environmental assessment of the plans in accordance with Article 30 of Act No. 123/2010.;

• 0807220 – Suðurgata - Hamarsbraut, detailed plan

  A letter from the Planning and Building Appeals Board, dated 11.05.11, was submitted, along with an appeal to the Board concerning the detailed plan.

  The Planning and Building Council instructs the Planning and Building Department to compile the requested documents and a response letter.;

• SB060858 – Fields, Phase 7, detailed planning work.

  Discussion of the working group's proposal for the review of the structure.

  The chairperson presented the working group's proposals. The report is referred for consideration to the Town Council, Family Council, Education Council and Executive Council.;

• 1104346 – 55 Hjallabraut, amendment to the local plan

  The application from Hjallastefnan, requesting to amend the detailed plan for the plot at 55 Hjallabraut to include a building area for classrooms, is considered again. A proposal for the detailed plan, dated x, is submitted.

  The Planning and Building Committee instructs the Department of Planning and Building to hold a public consultation on the project in accordance with Article 40 of Act No. 123/2010, together with an environmental assessment of the proposal. The public consultation will be held on 6 June.
