• SB040377 – Minutes of the Planning and Building Officer

  Minutes of the planning and building officer's disposal meetings of 31/10/12 and 07/11/12 were presented. Item A was dealt with by the building officer in accordance with the Building Regulations Act No. 160/2010.

  Submitted.

• 1006286 – Environmental and resource policy.

  Drafts of an environmental and resource policy for Hafnarfjörður were presented, but the Environment and Operations Committee requested a review of it at its meeting on 5 September.

  The Planning and Building Committee endorses the report of the Planning and Building Department, with the comments discussed at the meeting.

• 1211002 – Protection and energy utilisation plan, item 3

  A submission from the Parliamentary Committee on the Environment and Transport was presented, requesting an opinion on the Bill on the Protection and Energy Utilisation Plan (classification of development options and preparation of the energy utilisation plan), Item 3. A written submission is requested no later than 14 November.

  The Planning and Building Committee endorses the report of the Planning and Building Department and adopts it.

• 1207247 – New landfill site, site selection

  To reconsider the new application from Sorpu bs regarding a new landfill site in the area.

  The Planning and Building Council considers that it is not possible to host a landfill site in Hafnarfjörður, partly due to a protected lava field and proximity to a water protection area.

• Skateboard park

  A proposal from three pupils of Öldutúnsskóli regarding a skate park is to be considered.

  The Planning and Building Committee instructs the Planning and Building Department to investigate skate parks in neighbouring local authorities and make a recommendation on their scope and potential locations, as it is important to find a site for this activity, which an increasing number of young people are taking up.$line$Even suggestions will be sought on the town's website.

• 1210235 – Registration of riding trails - map viewer, grant application

  A submission from the National Federation of Riding Clubs, dated 3 October 2012, has been presented, requesting a grant for the next four years for the registration of riding routes and the operation of the associated mapping system. On 1 November 2012, the Town Council requested a report from the Planning and Building Committee.

  The Planning and Building Committee considers it impossible to grant the funding request at this stage, but refers to the fact that the Master Plan for Hafnarfjörður is currently being revised, in which various types of paths will be mapped out.

• 0807179 – Planning and Building Department. Laws, Regulations and Job Description

  The Director of the Department reports on the approvals, laws and regulations governing planning and building matters, and on the remit of the Planning and Building Committee and the Planning and Building Department. The terms of reference for the Planning and Building Committee, regulations on the procedures of the Planning and Building Committee, the minutes of the Presidential Committee dated x, and the Director's report on the governance and tasks of the Planning and Building Department dated 07.11.2012 are presented.

• 1211090 – Master Plan of Hafnarfjörður, South Town, amendment

  A change to the 2005-2025 Master Plan for Hafnarfjörður was discussed with regard to Hringbraut 16 and the plots surrounding St. Joseph's Hospital.

  The Planning and Building Council instructs the Planning and Building Department to examine and make proposals to the Council.

• 1211004 – Dalshraun 3, access routes for cyclists and pedestrians

  Consideration of the submission from Guðmundur Tryggvi Sigurðsson on behalf of Reita: 25 access routes for cyclists and pedestrians to Dalshrauni 3.$line$

  The Planning and Building Committee notes that the works at Fjarðarhraun are being carried out by the Road Administration. The council's planning department is working on improved path connections in the area.

• 1208486 – Breiðvangur, Strætó bus service

  The Environment and Operations Committee has considered the feedback regarding bus routes 43 and 44. Comments have been received from residents of Breiðvang regarding the inconvenience caused by route 43 when driving into Breiðvang and towards Engidalsskóli.$line$The Environment and Operations Committee approves the change to route 43 and instructs Strætó bs to remove the section of the route that serves Breiðvang. The change will take effect on 3 November.$line$The Environment and Operations Committee requests that Strætó bs submit proposals on how to better accommodate the residents and staff of Hrafnista by running bus route 43 to Hrafnista, without it entering Heiðvang, Norðurvang and Breiðvang. The Environmental and Operational Council also requests that the Planning and Building Council submit proposals on how to improve pedestrian safety on Hjallabrautin.

  The Planning and Building Committee instructs the Director of Services, together with Helga Stefánsdóttir, to look into the matter.

• 1209223 – Budget for the Department of Planning and Building 2013.

  Discussion of the work on the planning and building department's fee schedules.
