• 1708481 – Regional plan for the capital region, amendments

  The Regional Planning Committee has been working on amendments to the 'Capital Region 2040' regional plan concerning the location of the growth boundary between urban and rural areas at Álfsnes. The amendment will create space for the development and expansion of a materials processing site, to be located at the edge of the existing industrial area on Álfsnes. The reason for the change is Reykjavíkurborgar's plans to relocate the operations of Björgun, which extracts natural aggregates for construction from seabed quarries. Hrafnkell Proppé will attend the meeting to present the proposed changes.

  The Planning and Building Committee of Hafnarfjörður approves the proposed amendment to the Regional Plan for the Capital Region 2040, in accordance with subsection 3 of Article 23 of the Planning Act No. 123/2010. Furthermore, the Planning and Building Committee recommends that the City Council of Hafnarfjörður approve the above with reference to Article 23 of the Planning Act No. 123/2010.

• 1811416 – Reykjanesbraut in Hafnarfjörður, application for a development permit for the dualling of the road

  The Road Administration is applying for a development consent to double the section of the Reykjanesbraut from Kaldársselsvegur and west of the Krýsuvíkur-roundabout, by building a new carriageway south of the existing road.
  Representatives of the Road Administration and Efla will attend the meeting and present the project.

  Referring to Article 11 of the Regulation on Construction Permits No. 772/2012 and the application of the Road Administration, dated 8.01.2018, regarding permission for works to double the Reykjanesbraut from Kaldárselsvegur to Krýsuvíkurvegur, the Planning and Building Board hereby approves the works permit for its part. Furthermore, the Planning and Building Committee recommends to the Hafnarfjörður Town Council that it approve the aforementioned implementation permit in accordance with Article 11 of the Regulations on Implementation Permits No. 772/2012.

• 18129642 – Hafnarfjörður line HF1, application for a works permit to renew the HF1 high-voltage cable at Reykjanesbraut

  Landsnet is applying for a construction permit by letter dated 17.12.2018 to lay an approximately 1 km underground cable and modify the water supply main in connection with the dualling of the Reykjanesbraut from Kaldársselsveg to the Krýsuvíkurgatnamót.
  Representatives of the Road Administration and Efla will attend the meeting and present the project.

  In reference to Article 11 of the Regulation on Construction Permits No. 772/2012 and the application of Landsnet, dated 17.12.2018, for a permit for works concerning an underground cable and a change to the water main due to the dualling of the Reykjanesbraut from Kaldárselsvegur to Krýsuvíkurvegur, the Planning and Building Committee hereby approves the works permit for its part. Furthermore, the Planning and Building Committee recommends that the Hafnarfjörður Town Council approve the aforementioned works permit in accordance with Article 11 of the Regulations on Works Permits No. 772/2012.

• 1901119 – Relocation of pipelines at Reykjanesbraut, implementation permit

  VSB, on behalf of Veitur and HS veitur, applies for a planning permission by letter dated 10 January 2019 to lay new utility pipelines alongside the Reykjanesbraut for its dualling on a section from Kaldársselsvegur to west of the Krýsuvíkurgatnamót.
  Representatives of VSB attend the meeting and present the implementation.

  Referring to Article 11 of the Regulation on Operational Permits No. 772/2012 and the application from VSB on behalf of Veitur and HS Veitur, dated. 10.01.2019, for permission to lay new utility pipelines for the dualling of the Reykjanesbraut from Kaldárselsvegur to Krýsuvíkurvegur, the Planning and Building Board approves the works permit for its part. Furthermore, the Planning and Building Committee recommends that the Hafnarfjörður Town Council approve the aforementioned implementation permit, in accordance with Article 11 of the Regulations on Implementation Permits No. 772/2012.

• Bus station in the centre of Hafnarfjörður

  The resolution from the Hafnarfjörður Tourist Board of 14 November 2018 was referred to the Planning and Construction Committee from the Culture and Tourism Committee, which endorses its importance. The resolution reads as follows: „In the centre of Hafnarfjörður, there is a complete lack of coach parking. There are, of course, stops where passengers can get on and off the buses. However, it is important to address the lack of a proper bus stop where buses can wait while passengers explore the centre of Hafnarfjörður, have something to eat and shop in the many shops available there.“

  The Planning and Building Committee refers the matter to the preparation of the city centre plan and instructs the planning officer to work on a temporary solution.

• 1810223 – Brenniskarð 1-3, zoning plan amendment

  At the meeting of the Planning and Building Committee of Hafnarfjörður on 6 November 2018, it was resolved to advertise a proposal for a local plan amendment for the plot at Brenniskarði 1-3, in accordance with the first paragraph of Article 43 of the Planning Act No. 123/2010. The change consists of the following: the car park in the basement of Brenniskarð 1 is moved to the area under the house at Brenniskarð 3, within the same plot. The layout of the car park within the plot is changed. In addition, one more flat is added at Brenniskarð 3. The proposal was advertised from 22 November 2018 to 3 January 2019. No comments were received.

  The Planning and Building Committee approves the proposed amendment to the detailed plan for the plot at Brenniskarði 1-3, and that the procedure shall be in accordance with section 3 of Article 41 of the Planning Act No. 123/2010.

• 1810468 – Planning and implementation from a sustainability perspective

  Sandra R. Ásgrímsdóttir, an engineer, and Tryggvi Jónsson, an engineer at Mannvit, will attend the meeting and present a draft of the work on strategy for sustainable design.

• 1810025 – Hamranes Line, works permit

  A submission from Landsnet, dated 01.10.2018, is presented, requesting that the City of Hafnarfjörður issue a construction permit for alterations to the route of Hamranes Lines 1 and 2, a 220 kV high-voltage line, with its relocation on a section at the Hamranes substation, subject to the conditions of the Planning Act no. 123/2010. On 7 January last, the Planning Authority confirmed an amendment to the 2013-2025 Master Plan for Hafnarfjörður, which the town council had approved on 12 December 2018, concerning the relocation of the Hamranes lines.

  In reference to Article 11 of the Regulation on Construction Permits No. 772/2012 and the application from Landsnet Ltd., dated 1 October 2018, for a permit to carry out works on the Hamranes line, the Planning and Building Committee hereby approves the construction permit for its part. Furthermore, the Planning and Building Committee recommends to the Hafnarfjörður Town Council that it approve the aforementioned implementation permit, in accordance with Article 11 of the Regulation on Implementation Permits No. 772/2012.

• 1701084 – Hamranes I, new-build area

  With reference to the planning officer's memorandum of 03.12.2018, a description of a planning project is presented concerning the change of land use in the Hamraness area. It is also proposed that the matter be processed in accordance with Article 30 of the Planning Act No. 123/2010.

• 1110006 – Vesturbær, revised and new local plan

  A proposal for a revised local plan for the western district was presented for information.

• 1807152 – Hvaleyrarbraut 3, application to the planning officer

  The Húsfélagið Hvaleyrarbraut 3 is requesting to alter the building line and to be permitted to convert the building into 6 flats, in accordance with the explanatory notes on the detailed plan. At the planning and building officer's processing meeting on 14 November 2018, the planning officer was instructed to provide a report on the application. The planning officer's report, dated 14 January 2019, was presented.

  The Planning and Building Committee agrees with the planning officer's report and does not approve the authorisation of a zonal amendment for individual plots at this stage, without an overall overview of the area's planning development.

• 1811261 – Erection of marquees on land in Hafnarfjörður

  The application from the tour operator Basecamp Iceland regarding the installation of communal tents for Northern Lights and stargazing is presented again. At its meeting on 4 December, the Planning and Building Committee instructed the Planning Service to proceed with the matter. A report from the planning service, dated 07.01.2019, was presented.

  The Planning and Building Committee welcomes the application and instructs the Planning Service to proceed with the matter.

• 1901165 – Position licence, tariff 2019

  A proposal for an amendment to the fee schedule for position permits was presented.

  The Planning and Building Committee approves amendments to the fee schedule and refers it to the Borough Council for finalisation.
