Notice of the local council's decision pursuant to section 3 of Article 41 of the Planning Act and the Planning Regulations: Gráhelluhraun, Hamranes line, Hamranes quarry, Hvaleyrarvatn and the headlands, Hamranes and Vatnshlíðarhnúkur, Straumsvík, Kapelluhraun, Rauðamels quarry, Reykjanesbraut, driving and shooting range in Kapelluhraun and Hvaleyri.

Gráhelluhraun, new local plan, The Sörli Riding Club, amendment to the planning boundaries, and Kaldárselsvegur, amendment to the planning boundaries

Hafnarfjörður Town Council approved a proposal at its meeting on 10 April for a new detailed plan for Gráhelluhraun, along with changes to the planning boundaries at Kaldárselsveg and the riding club Sörli.
The proposal focuses on improving access to the forest in Gráhelluhraun. Walking and riding paths will be separated, with good connections to the surrounding area. Parking areas will be provided off Kaldárselsveg to the north, and also at the access to the Sörli equestrian club's event area to the south. At the same time, the planning boundaries of the adjacent areas are being amended so that these parking areas will fall within the Gráhelluhraun detailed plan. The proposal was open for consultation with a comment period until 14 March 2024.

Hamranes Line, amendment to the general plan

The Hafnarfjörður Town Council approved an amendment to the Hafnarfjörður Master Plan at its meeting on 8 November 2023. The amendment consists of a change to the alignment of Hamranes Line 1 and 2 from the stringend station at Kaldárselsveg to the connection station in Hamranes. The proposal was advertised with a comment period until 25.10.2023. Comments and a response to them have been submitted.

Hamranes Cave, Hvaleyrarvatn Lake and headlands, Hamranes and Vatnshlíðarhnúkur: amendment to the local plan

Hafnarfjörður Town Council approved changes to 3 planning schemes at its meeting on 14 February 2024, in connection with the undergrounding of the Hamranes line.

Straumsvík, amendment to the general plan

The Hafnarfjörður Town Council approved, at its meeting on 8 November 2023, an amendment to the Hafnarfjörður Master Plan for improved harbour facilities at Straumsvík Harbour, improve connections between Straumsvík Harbour and industrial areas south of the Reykjanesbraut, and generally improve traffic planning at Kapelluhraun. The proposal was published with a consultation period until 30 October 2023. A comment was submitted, along with a response.

Kapelluhraun, new local plan

Hafnarfjörður Town Council approved a new detailed plan for Kapelluhraun at its meeting on 8 November 2023. The proposal establishes a framework for an industrial estate in line with the revised priorities of the town's master plan. This concerns an area situated between the Phase 2 industrial area of Kapelluhraun and the Reykjanesbraut, which is divided into over 30 new plots for industrial and commercial activities. This includes plots for the already-built facilities of ÍSAL.
The planning area may include the Coda Terminal, a reception and disposal facility for carbon dioxide, as well as conventional industrial plots. The proposal was advertised with a consultation period until 30 October 2023.

Rauðamel Mine, new development plan

The Hafnarfjörður Town Council approved a new detailed plan for the Rauðamelsnámu area at its meeting on 8 November 2023. The proposal defines a 15.7-hectare quarrying area at Rauðamel, south of the Reykjanesbraut. A 1.6-hectare building plot is provided on the site, where up to six structures, with a total maximum area of 500 m², will be permitted. Access will be via Barbara Road. Upon completion of the quarrying, the site is to be reinstated so that it blends in with its surroundings. The proposal was advertised with a consultation period until 30 October 2023.

Reykjanesbraut, change to the detailed plan

Hafnarfjörður Town Council approved an amendment to the detailed plan for the Reykjanesbraut at its meeting on 8 November 2023.
The amendment concerns the boundary of the detailed plan for the new detailed plan of Straumsvík, south of the Reykjanesbraut. New underpasses are also planned under the Reykjanesbraut, east of the Alcoa site. As the matter was not handled correctly during the last public consultation, it was reconsidered by the local council on 13 September and re-advertised with a comment period until 30 October 2023.

Driving and shooting range in Kapelluhraun, minor amendment to the local plan

The Hafnarfjörður Town Council approved at its meeting on 25th. October 2023, a minor amendment to the detailed plan for the driving and shooting training area in Kapelluhraun, in conjunction with an amendment to the 2013-2025 general plan for Hafnarfjörður, concerning the Suðurnesjalínu 1 power line. The underground cable of Suðurnesjalínu 1 is proposed to enter the western part of the area for 300 metres, terminating at a cable termination pole. The proposal was subject to a local consultation with a comment period until 16 October 2023.

Hvaleyri, change to planning boundaries

The Hafnarfjörður Town Council approved, at its meeting on 8 November 2023, an amendment to the planning boundaries for the Hvaleyrar detailed plan. The proposal involves changing the boundaries of the planning area due to changes to the detailed plan boundaries of the Straumsvík aluminium smelter.
The planning area is reduced such that the road connection from the Reykjanesbraut to the pumping and treatment station is removed from the Hvaleyrar detailed plan, and will instead be within the detailed plan for the Straumsvík aluminium smelter following this amendment. The reduction in the planning area is approximately 2,500 m².

In all cases, comments were received, and the local council's responses to them have been sent to the submitters, with the applications forwarded to the Planning Authority for review and approval. Some of the comments received in some cases prompted minor amendments to the plan after its publication. Please note that it is possible to appeal this decision to the Environmental and Resource Appeal Board. The deadline for an appeal is one month from the date the appellant became aware of, or ought to have become aware of, the decision.
