At its meeting on 1 February 2023, the Hafnarfjörður Town Council approved a proposal to amend the 2013-2025 Master Plan for Hafnarfjörður and that the matter be processed in accordance with Article 30 of Act 123/2010. The rationale for the changes is that work is underway to improve the harbour facilities at Straumsvík Harbour, enhance the connections between Straumsvík Harbour and the industrial areas south of the Reykjanesbraut, and generally improve the traffic layout at Kapelluhraun.

An amendment is being made to the boundaries of Straumsvík Harbour (H4), increasing its size from 24 ha to 25.1 ha. The harbour is being expanded to allow for the construction of a new connecting road on the landfill towards the harbour. A new harbour connection is delineated on the plan from the new underpasses under the Reykjanesbraut to the I5 Industrial Area.

New underpasses are defined under the Reykjanesbraut, connecting the area north and south of the road. A new connecting road is defined between the I3 and I4 industrial areas. The connecting road links to the northern area via an underpass beneath the Reykjanesbraut and connects to the roundabout at the Krýsuvíkurgatnamót. At the same time, the layout of pedestrian and cycle paths is being altered. A realignment is also being made in the vicinity of the I4 industrial area, where the roads are being shifted.

Proposal for a change to the zoning plan for the Reykjanesbraut

The Hafnarfjörður Town Council approved on the 01.03.2023 to advertise a proposal for a change to the detailed plan for the Reykjanesbraut, in accordance with section 43 of the Planning Act no. 123/2010.

The amendment involves a change to the delimitation of the detailed plan due to a new detailed plan for Straumsvík south of the Reykjanesbraut.

New underpasses are also planned for the Reykjanesbraut, east of the Aluminium Smelter's site.

Proposal for an amendment to the detailed plan for the harbour area in Straumsvík

On 15 February 2023, the Hafnarfjörður Town Council resolved to advertise a proposal for a revised detailed plan for the Straumsvík aluminium smelter, in accordance with Section 43 of the Planning Act No. 123/2010.

The amendment provides for the expansion of the harbour area with an enlarged landfill and a new access road to the site.

Proposal for an amendment to the new detailed plan for Kapelluhraun, south of Reykjanesbraut

On 15 February 2023, the Hafnarfjörður Town Council resolved to advertise a proposal for a new detailed plan for an industrial area in Kapelluhraun, south of the Reykjanesbraut, in accordance with Article 43 of the Planning Act No. 123/2010.

The proposal establishes a framework for an industrial estate in line with the revised priorities of the Hafnarfjörður Master Plan.

This concerns an area situated between the Phase 2 industrial estate of Kapelluhraun and the Reykjanesbraut, which is divided into over 30 new plots for industrial and commercial activities.

This includes plots under the existing ISAL structures. The planning area may accommodate the Coda Terminal, a reception and disposal facility.

Proposal for a new detailed plan for the Rauðamelsnámu quarry

On 1 March 2023, the Hafnarfjörður Town Council resolved to advertise a proposal for a detailed plan in accordance with Article 37 of the Planning Act No. 123/2010.

The proposal defines a 15.7-hectare material extraction area at Rauðamel, south of the Reykjanesbraut. A 1.6-hectare building plot is provided within the area, where up to six structures, with a combined maximum area of 500 m², will be permitted.

Access shall be via Barbara Road. Upon completion of the excavation, the site shall be reinstated so that it blends in with its surroundings.

Proposal for a change to the planning boundaries for Hvaleyri

The Hafnarfjörður Town Council approved on 13 September 2023 the publication of a proposal to amend the planning boundaries for the Hvaleyrar detailed plan.

The amendment to the detailed plan consists of the following: the boundaries of the planning area are changed due to an amendment to the detailed plan boundaries of the aluminium smelter in Straumsvík.

The planning area is reduced, such that the road connection from the Reykjanesbraut to the pumping and treatment station is removed from the Hvaleyrar detailed plan and instead becomes part of the Straumsvík aluminium smelter's detailed plan.

The reduction of the planning area is approximately 2,500 m². Except for these changes, the detailed plan description, as approved on 13 December 2005, remains in force.

As the processing of the applications was inadequate at the time of the last advertisement, they were reconsidered by the local council on 13 September and are now re-advertised with a comment period until 30 October 2023. 

The planning proposals, together with the supporting documents, will be on display at the Department of Environment and Planning, Norðurhellu 2, and at the Service Centre, Strandgata 6, from 18 September to 30 October 2023.
